Think of RSS as a news delivery service. There are many sites that offer RSS feeds. You may come across a little box on a site that says "RSS" or "XML". If you do that site supports syndication. Then, what you need is a news reader. I suggest FeedReader. It's free and easy to use. Once you get comfortable with RSS you may choose to search out another reader. If you use FireFox, there are some extensions that allow you to view RSS headlines in a side tab, like a set of bookmarks.
I'm sure you know what bit-torrent is. If not, Google it. There are some sites that will feed new torrents directly to your reader. To download the torrent file, it's just a matter of clicking on the link provided by the feed. I must admit I am addicted to RSS. I used to watch MSNBC all day. Now it's becoming background noise.
My only wish is for 3dgamers, and Google News to start syndicating.
